These were the petitions submitted in 2009 in support of the Highland Park Business Improvement District's renewal effort.  Due to some quirk in the law as it then existed these were only required to total more than 30% of the proposed assessed value, as opposed to the modern procedure, which requires more than 50%.  These were obtained by a citizen of Los Angeles via the California Public Records Act and subsequently made available to me.

These are records associated with a Brown Act problem with the agenda of the South Park Business Improvement District for its meeting on April 26, 2018.  The problem is that they enabled teleconferencing without setting up a public location for people to participate in the teleconferencing.  There may also be a problem with the fact that in order to get the teleconferencing password it was required to identify one's self.  I pointed this out to them and they revised the agenda.

These are emails between John Walker, ED of the Studio City Business Improvement District and Ed Henning, a civil engineer who also does BID renewal consulting.  They came to me as EMLs.  I exported them to an MBOX and to PDFs and also extracted the attachments, and all that stuff is available here.  I received these materials via the California Public Records Act.

This is a motion introduced in the Los Angeles City Council on Wednesday, April 11, 2018, to allow the Proposition HHH Citizens' Oversight Commission to give advice on how to expedite the construction of supportive housing for the City's homeless.  The rather anodyne impression this makes belies the fact that two of the Commission's seven members work for business improvement districts, which are made up of commercial property owners who have a huge financial interest in easing any kind of...

These are emails exchanged by John Walker of the Studio City Business Improvement District and Rita Moreno of the Los Angeles City Clerk's Office concerning a request I made to the BID under the California Public Records Act.  In the City of Los Angeles, business improvement districts are overseen by the Clerk's office.  They're subject to the CPRA as a matter of state law and by virtue of their contract with the City of Los Angeles.  Despite this, the Clerk has hitherto refused to require...

This is a proposal from BID consultant Edward Henning to the Studio City Business Improvement District in Los Angeles.  It's part of a massive set of records the BID produced to me this morning.  Mostly they're emails, and I'm still reviewing them and prepping them for publication, but this is independently important so I wanted to get it up here first.  I obtained this via the California Public Records Act.

These are emails arranging a reunion of the former LAPD anti-gang unit known as Community Resources Against Street Hoodlums , or CRASH.  The CRASH unit was notorious for its violence.  It was known as "the baddest gang in the City."  It was disbanded in the wake of the Rampart Scandal.    This material is extremely interesting because a number of the attendees of this reunion are not only still with the LAPD but they are in leadership positions, such as Peter Zarcone, now...

These are assorted emails from the Highland Park BID from 2018 and early 2018.  The actual search criteria used aren't clear, but there's some interesting material here.  I obtained these as multiple mbox files.  I combined these into a single mbox file, which is available here.  I also exported all emails as PDFs and most attachments in their various formats, also included here.  I obtained these via the California Public Records Act.

In 2018 State Senator Ricardo Lara introduced SB 946 , which aims to forbid cities in California from outlawing sidewalk vending and which imposes fairly strict restrictions on how cities are allowed to regulate it.  I am collecting letters of support and opposition submitted to Lara about this bill.  Today, when beginning this page, there are only five letters, all in support.  I expect this to change, and will upload new letters as I receive them.

Larchmont Village Property Owners Association.  The petition was filed on March 20, 2018 and served on the respondents on April 2, 2018 along with a demand letter.  The petition is asking the court to find that the LVPOA failed in its duty to provide public records on request according to the terms of the California Public Records Act.

Here are some documents from the 2016 lawsuit brought by Marlene Okulick and other residents of Venice against the City of Los Angeles and the Venice Beach Business Improvement District.  All I have right now is the December 2016 verified petition and a copy of Los Angeles Superior Court Judge James C. Chalfant's tentative decision of April 3, 2018.  At the hearing Chalfant adopted his tentative unchanged, so this is final barring appeal.  A dark day indeed for Venice and for the City of Los...

The ACLU of Southern California sues the City of Los Angeles over gang injunctions.  Filed in October 2016.  In March 2018 the judge issued a broad preliminary injunction forbidding the City of Los Angeles from enforcing gang injunctions against any person that was not individually named in the complaint pursuant to which the injunction was ordered.  This is a monumental accomplishment.  I started collecting this material late in the case, and will be adding both new and old material here...

These are all emails between me and Jeff Briggs, lawyer for the East Hollywood Business Improvement District, concerning a request I made on August 11, 2017 for some emails under the California Public Records Act.  There's also a demand letter from my attorney.  This episode hinges on two issues.  First, the CPRA requires the agency to supply electronic records, such as emails, in their native format.  Briggs refused to do this for six months until he received the demand letter.  At that...

These 50 emails from the East Hollywood Business Improvement District were meant to be from the email accounts of various board members.  Because of the fundamental dishonesty of the BID staff and their lawyer, Jeffrey Charles Briggs, they are actually all from the email account of Nicole Shahenian.  I'm still working on convincing them of the error of their ways, but nevertheless am publishing these here in the interim.  They came to me in MSG and EML format.  I exported them to MBOX and...

These are some documents essential for proving that the Central City East Association did in fact violate the Brown Act at its Board meeting on February 22, 2018.  You can watch the video here .  The first violation occurs beginning at about 1:08:31.  Also, I turned the CCEA in to the office of the Los Angeles County District Attorney due to these violations.  A copy of the complaint I filed is also available here.
